Cannot run hilidac_FWBurner.exe on Windows 10 Build 19042.804

Trying to update the Beam2 firmware on my Surface Pro 7 but hilidac_FWBurner does run on the machine.

Event Viewer report HID.DLL error when executing hilidac_FWBurner.exe. Antivirus is disabled and already tried running in administrator mode.
